Born and raised in Maracay, Venezuela, Joel relocated to Canada in 2006 with his family. He received his undergraduate degree in Mechanical Engineering in 1999 at the University of Carabobo in Venezuela and completed his Project Management Certification in 2009 at the University of Calgary.
Joel has been employed with the City of Lethbridge since 2011. As the Corporate Asset Manager, his responsibilities included the implementation and management of the Community Asset Management Program (CAMP). Additionally, he provides strategic infrastructure advice to various Lethbridge Business Units. Joel has devoted his professional time to the creation and development of the Infrastructure Asset Management Alberta (IAMA) group. He is an active member of the infrastructure asset management community, and advocates for responsible infrastructure management through his committee involvement, industry membership and presentations to numerous municipalities and associations.
In 2017, Joel started as the Waste & Recycling Services General Manager and is currently leading the Curbside Recycling Project with the City of Lethbridge.
Prior to starting his career with the City of Lethbridge, Joel amassed more than 10 years of experience in the Food Industry in the areas of asset management and continuous improvement projects. He has worked for an assortment of multinational companies such as Nestle, Ron Santa Teresa and Phelps Dodge International, being recognized for his engineering and project management skills.
Joel currently resides in Lethbridge, Alberta. He has a beautiful young family with his wife and their three children. He enjoys the outdoors, coaching and watching baseball, and traveling around the world.
