As a Senior Project Engineer at The City of Calgary’s Utilities Delivery Business Unit, you will be responsible for the project initiation, alternatives evaluation, and conceptual design of large infrastructure projects supporting Waste & Recycling service line by tracking business drivers to initiate design for required infrastructure investments. You will be responsible for project management, collaboration, technical and business decision-making, address risks, and assess project priorities including regulatory limitations, technology evaluation, budget, and schedule. Primary duties include: 

  • Plan, design, manage, and deliver projects for large-scale waste and recycling infrastructure programs such as the composting facility expansion and mixed-use facilities. 
  • Analyze data, prepare reports, and make conclusions within the scope of assignments provided by other team members, senior technical advisors, and leadership. 
  • Deliver technical programs to ensure that planned infrastructure will accommodate growth, as well as foreseeable changes in regulations, service levels, or industry best practice. 
  • Carry out options evaluation, feasibility and constructability analysis, and conceptual engineering related to the construction of new mixed-use facilities and the expansion of the composting facility. 
  • Prepare Requests for Proposals for hiring consultants; manage consultants and contractors to ensure contracts are delivered on schedule, on budget, and to a high-quality standard.
  • Assess existing facilities and infrastructure and evaluate the need for improvements based on condition assessment, processing technologies currently available for the materials and scale needed, and regulatory considerations. 
  • Provide technical expertise, support, and guidance to team members and consultants on practical solutions and alternatives to complex technical issues. 
  • Manage communication with interested parties, regulators, private businesses, landowners, and Project Steering Committee. 
  • Assess opportunities for optimization and potential future expansion of Calgary’s composting facility.
  • Support capital prioritization process and assist with the development of business cases in support of capital infrastructure projects.
  • Provide technical expertise in procurement strategies and make recommendations to project teams.
  • Design process improvement initiatives and liaise with partners to ensure timing does not conflict with operations.
  • Develop Terms of Reference and direct consultants involved in studies and projects related to Utilities Delivery infrastructure and asset management.

Qualifications 

  • A degree in Civil or Environmental Engineering or a related Engineering field and at least 8 years of relevant professional engineering experience obtained after receiving your P. Eng. designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work.   • Experience must include the planning and designing of large-scale infrastructure, including knowledge of waste and recycling assets and processes.
  • A valid Class 5 Driver’s Licence (or provincial equivalent), with no more than 6 demerits OR a Graduated Driver’s Licence (GDL) with no more than 4 demerits, and no current charges or suspension pending.
  • Access to a personal vehicle for business use is an asset. 
  • Experience working in conceptual design and alternatives evaluation of waste management infrastructure is an asset.
  • Success in this role requires:
    • Analytical thinking, decision-making, problem-solving abilities, risk assessment, organization, and time management skills.
    • Experience in project management involving multiple design contracts, business, and financial management.
    • Ability to collaborate and communicate effectively on technical, operational, and business issues with different groups and individuals.
  • Ability to obtain a City of Calgary operator’s permit.

Working Conditions: Office environment with regular site visits to waste management facilities to conduct inspections where use of Personal Protective Equipment (PPE) is required.
