RCA New Member Spotlight: Municipal District of Opportunity No. 17


The Recycling Council of Alberta (RCA) is on a mission to advance the circular economy in Alberta. As a dedicated non-profit and charitable organization, we’re proud to work with a growing network of members who are turning waste challenges into resource opportunities. Today, we’re excited to spotlight one of our new members helping do just that—the Municipal District of Opportunity.
The Municipal District of Opportunity No. 17 is a unique and remote municipality located in north-central Alberta, within Census Division 17. The district office is based in the Hamlet of Wabasca.
With a population of approximately 3,500 residents, the Municipal District spans more than 30,000 square kilometres of municipal and First Nations Reserve lands, including four hamlets and eight localities.
The MD of Opportunity is the only Indigenous-majority municipality in Alberta—home to Cree (Bigstone Nation) and Métis communities. The district’s economy is closely tied to its natural environment, with local industries in oil and gas, energy, forestry, and recreational tourism. Land-based Indigenous experiences and local entrepreneurship are growing sectors, reflecting the area’s rich cultural heritage and economic potential.
Known for its strong sense of community, deep connection to the land, and culturally diverse population, the MD of Opportunity supports a thriving, family-friendly lifestyle. Residents benefit from housing affordability, economic opportunity, and a commitment to sustainable development.
